The banner featured altered images of the Philippine flag and read “WE STAND WITH PRRD” along with “BRING HIM HOME.” It also included an eagle and was linked to a location in Australia. The NHCP pointed out that this display contravenes Republic Act No. 8491, known as the “Flag and Heraldic Code of the Philippines.” This law prohibits any modifications or additions to the national flag. In a statement on social media, the NHCP emphasized the importance of respecting the flag as a national symbol. Demonstrations in support of Duterte have been reported in various countries, including the Netherlands, led by overseas Filipinos. Duterte, who turns 80 on March 28, is known for his controversial campaign against illegal drugs, which resulted in significant loss of life. Official reports indicate around 6,000 deaths, while human rights groups estimate that the number may be as high as 30,000. Duterte was arrested on March 11 at Ninoy Aquino International Airport and is currently being held in The Hague. His pretrial hearing with the International Criminal Court took place on March 14.
