A developer plans to transform the former Foundation Hyundai car dealership on 30th Street in Boulder into a residential building with 142 apartments. The Boulder Planning Board gave a positive recommendation for the project during a recent meeting. This meeting was a redo of a February session where the board was split on its decision. During that meeting, only six members voted, resulting in a tie. Boulder senior planner Alison Blaine noted that such a rehearing is rare. The proposed building will be four stories tall and will include a mix of studio, one-, two-, and three-bedroom units. Element Properties LLC is leading the project and seeks some changes to city rules about building size, height, and parking. Chris Jacobs, a co-founder of the company, said the aim is to create affordable housing that encourages walking, biking, or bus rides for local errands and entertainment. Michael Farrington, a housing advocate and law student, praised the project, emphasizing the need for affordable living spaces in Boulder. He believes the new apartments will serve those who work or study in the city but struggle to find affordable housing. However, some community members have expressed concerns. Margot Smit worried about the loss of natural habitat in the area. Others on the Planning Board highlighted issues regarding the project's design and size. They debated the board’s role in supporting housing while also ensuring compliance with city planning rules. Ultimately, the board recommended that at least half of the ground floor along 30th Street should be used for public businesses, like a coworking space or coffee shop. Changes to the building's height were also suggested. The Boulder City Council will now review this recommendation.
