Chandigarh's Phase 3 Industrial Area remains undeveloped

The Phase 3 Industrial Area in Chandigarh has been stuck in development limbo for over 20 years. This project, which covers 153 acres near Raipur Kalan, has only seen three plots allotted. There is still no road, power, or water infrastructure in place. As a result, industrialists are looking to set up their businesses in neighboring states, leading to a loss of potential jobs in the area. Originally planned in 2001, Phase 3 was intended to reduce crowding in the already busy Phases 1 and 2, which house more than 1,800 industrial plots. However, the land remains mostly empty, and no construction has started. In November 2022, the UT Estate Office listed 30 plots for auction, but there has been little progress since then. A senior official acknowledged the slow development, stating there are plans to hold an auction for the remaining plots. Frustration is growing among allottees like Jagjit Singh, who received his allotment in December 2022, following a Supreme Court order. He highlighted the lack of promised infrastructure, saying the administration seems uninterested in development, costing the local community job opportunities. Ankush Garg, another allottee, echoed these concerns. He pointed out that despite requests for basic zoning and infrastructure, no progress has been made. UT chief engineer CB Ojha mentioned that some sewerage work was completed years ago, but further developments can't start until land possession is granted. In February 2022, former UT administrator Banwarilal Purohit approved a plan to sell unsold properties to attract buyers and improve business conditions. However, the ongoing delays and lack of serious action from the administration raise doubts about whether the Phase 3 Industrial Area will ever be realized.
