Chinese man arrested for defrauding compatriot of P5M
A Chinese man was arrested in the Philippines for allegedly defrauding a fellow Chinese citizen of 5 million pesos. The suspect, Changao He, 36, was caught in an entrapment operation at a shopping mall in Pasay City on Monday evening. Authorities say the arrest followed a complaint from Liang Xiao Hu, an online seller. Liang claimed that Changao promised to help release his friend from a detention center for a fee. The friend had been held by the Presidential Anti-Organized Crime Commission (PAOCC) since January. Liang paid 5 million pesos for the release, but Changao did not fulfill his promise. When Changao asked for an additional 2.5 million pesos, Liang reached out for help from the Criminal Investigation and Detection Group National Capital Region (CIDG NCR). The PAOCC confirmed that Changao had no connections to them. During the arrest, two other Chinese men, Yong Pin Pang and Ming Wei Xiong, attempted to intervene. Ming claimed to be a former member of the People’s Liberation Army of China. Changao now faces charges of swindling, while Yong and Ming face charges for obstructing justice. All three suspects were taken to the CIDG Southern District Field Unit Office.
