Cop faces complaint over viral posts on Duterte arrest

gmanetwork.com

The National Police Commission (NAPOLCOM) has filed an administrative complaint against Patrolman Francis Steve Fontillas. He became well-known after posting about the arrest of former president Rodrigo Duterte on social media. NAPOLCOM accused Fontillas of grave misconduct and conduct unbecoming of a police officer. They instructed him to respond to the complaint within five days. If he fails to do so, it will be seen as giving up his right to defend himself. Commissioner Rafael Calinisan urged Fontillas to seek help from medical professionals due to concerns about his mental health. Calinisan also asked Fontillas to report to the Quezon City Police District (QCPD) soon, warning that failure to do so could result in further consequences. The QCPD stated that Fontillas had previously refused a neuropsychiatric exam. He had received medication in 2023 but stopped going for follow-up check-ups. On March 18, the Philippine National Police (PNP) reported that an inciting to sedition complaint was filed against Fontillas. This followed his political posts on social media regarding Duterte's arrest. Fontillas defended his actions by saying he was only expressing his beliefs. Fontillas has been absent without leave since March 6. He submitted a leave application from March 6 to March 19, but it was not approved because he did not provide a medical certificate. If he remains absent for 30 days, he could face dismissal.
