Pakistan alone needs $380 billion by 2030 to meet its climate targets. The Global South had initially sought $1.3 trillion annually. The final agreement fell short, with delegates from India and Nigeria criticizing the amount as "paltry" and "an insult." Concerns were raised about the quality of the funding, with a preference for public finance over private sources. The agreement includes a commitment to review progress by 2030, but many feel it does not address the urgent needs of developing nations. The only widely accepted outcome was the adoption of carbon market guidelines under the Paris Agreement.
