Delhi residents seek clarity on apartment eviction process
Residents of the Signature View Apartments in Mukherjee Nagar, north Delhi, are seeking clarity on important processes after being told to leave their homes. In November 2022, a report from IIT Delhi deemed the buildings "unfit for habitation" and called for immediate evacuation and demolition. Recently, the Delhi Development Authority (DDA) announced plans to hire a contractor for the demolition. However, residents are confused about how to officially vacate their flats, submit keys and documents, and receive compensation for rent while they wait for new homes to be built. The DDA's procedures do not provide a timeline or details on rent payments, leading to frustration among the residents. The residents’ welfare association expressed their concerns, stating that over 110 residents have tried to get answers from the DDA without success. Gaurav Pandey, the association’s general secretary, said staff on site do not have clear instructions on the process. He accused the DDA of ignoring court orders and delaying the process, which is affecting residents' lives. An internal letter from the DDA's engineering department requested clarification from the housing department about the document and key collection process. They specifically asked for guidance on timelines and other necessary clearances from residents. The Signature View Apartments project began in 2007 and included 12 towers with 336 flats. Possession was granted in 2012. Even after a lieutenant governor's order to demolish and rebuild the apartments, the DDA has not made progress. Some residents objected to the DDA's offer of three years of rent, arguing that payments should start sooner, leading them to approach the courts for a resolution.
