The Department of Education (DepEd) in the Philippines has asked the National Bureau of Investigation (NBI) to look into possible fraud in the Senior High School (SHS) voucher program. This move comes after allegations of misuse involving “ghost students,” or beneficiaries who do not actually exist. DepEd Secretary Sonny Angara assured that the department will fully cooperate with the NBI during its investigation. He emphasized the need to ensure the SHS Voucher Program provides real educational access and does not allow for fraud. Angara also stated that transparency will be prioritized throughout the inquiry. To enhance oversight, the DepEd plans to implement stricter verification processes. This includes cross-checking billing statements with Learner Information System (LIS) records. Any discrepancies will lead to delayed payments until issues are resolved. Additionally, the DepEd will upgrade its LIS to include an audit feature that will track data changes. This feature will notify relevant parties via email about any alterations in students' information. Alongside this, Angara plans to collaborate with lawmakers and other agencies to tackle these issues. He has also given authority to the Executive Committee to take all necessary legal actions to maintain the integrity of the SHS voucher program and prevent future irregularities.
