East Grand Forks plans $14.7 million arena upgrades
The East Grand Forks City Council has decided to issue a new request for qualifications for improvements to its arena facilities. This decision was made during a meeting on Tuesday night. The city is looking for a "construction manager at risk" to oversee the design and construction of the project. Previously, in 2021, the city sought proposals for improvements to the Civic Center and VFW Memorial Arenas. Construction Engineers was chosen as a consultant for the project, but a contract was never signed. Changes in Minnesota law about construction management mean the city must restart the process. City Administrator Reid Huttunen expressed disappointment but acknowledged the need to follow the new rules. The city’s initial request was delayed due to waiting for the results of a sales tax vote. In 2023, residents approved a 1% sales tax increase to fund the improvements, which will raise about $14.7 million for repairs and enhancements to both arenas. Both facilities require at least $5.1 million in repairs. Proposed improvements include better access for people with disabilities and a new ice system for the VFW Memorial Arena. Proposals from contractors are due by April 9, with plans to review them throughout April. A construction manager is expected to be selected in early May. In other council business, a closed meeting was held to discuss land transactions for a commercial development site. The council also accepted a $15,000 donation for the LaFave Park project, which includes upgrades to the park and boat ramp. Additionally, they approved amendments regarding the size of homes the North Star Neighbors Community Land Trust can build.
