Holland Avenue project in Westover officially begins construction

Work on Holland Avenue in Westover has officially begun after years of planning. The project started after former Mayor Dave Johnson consulted with experts in February 2021. Now, more than four years later, the Public Works Director, Jason Stinespring, confirmed the project is moving forward. The initial phase of construction will focus on repairing the retaining wall along the road. Following that, the team will replace damaged stormwater and sewer lines located beneath Holland Avenue. This part of the project is expected to take at least 90 days to complete. Construction will take place around the clock, but one lane will remain open for regular vehicles. Larger commercial trucks will be redirected to different streets. The West Virginia Division of Highways has also made plans for resurfacing the road once the initial work is done. The plan includes laying down multiple layers of asphalt to ensure durability. The contractor, Blue Gold Development, intends to maintain the current quality of the road while fixing underlying issues that caused previous damage. Blue Gold Development received the contract for the project, valued at nearly $3 million, back in September 2024. The funding for this project is supported by part of Westover's allocation from the American Rescue Plan Act. Future paving projects in the area may include improvements to Dunkard and Holland avenues as early as 2026.
