Police are instructed to monitor suspicious individuals, especially those coming from outside districts or states. Local police and intelligence units must document attendees and maintain detailed records, including identity proofs. The DGP emphasized the importance of communication with event organizers to collect participant information. Monthly inspections of attendance registers by senior officers are required to identify any individuals with criminal backgrounds.
