Lacson questions dela Rosa's potential Senate refuge plan
Former senator Panfilo Lacson commented on Senator Ronald “Bato” dela Rosa's plan to seek refuge in the Senate if the International Criminal Court (ICC) issues an arrest warrant against him. Lacson called the situation debatable and advised dela Rosa not to hide. Lacson explained that while seeking refuge in the Senate is a choice, it comes with limitations. He pointed out that legislative immunity only applies to criminal offenses punishable with a maximum of six years. Since an international warrant is involved, the situation is more complex. Senate President Francis Escudero supported dela Rosa's right to sanctuary in the Senate. He stated that no lawmaker could be arrested within Senate premises. Dela Rosa was the first chief of the Philippine National Police during President Duterte's administration. He played a significant role in the war on drugs, which has led to accusations of crimes against humanity against him at the ICC. The Philippine Constitution grants certain privileges to lawmakers, including protection from arrest during congressional sessions for offenses with penalties under six years. This privilege aims to ensure that representatives can fulfill their duties without fear of legal prosecution.
