Douglas Chin, 29, is a resident of that building and has several outstanding arrest warrants, including multiple assault charges. The incident began around 6:45 p.m. when Chelsea police received reports of trouble in the hallway. When officers arrived, they found Chin but he retreated back into his apartment and refused to follow police orders. Police believed he may have been armed with a knife. Chin became increasingly aggressive, barricading himself in his unit and making threats. To ensure the safety of residents, police evacuated people from the floor and called in a crisis negotiator.
