National Hurricane Center monitors potential storm Rafael in the Atlantic
The National Hurricane Center is monitoring a low-pressure system in the Atlantic that has a 10 percent chance of developing into a tropical cyclone. If it strengthens, it could be named Tropical Storm Rafael, depending on the naming of Tropical Storm Patty. Tropical Storm Patty, located north of Panama, has a 70 percent chance of forming into a tropical cyclone in the next week. It is expected to move toward Cuba and possibly the U.S., bringing heavy rain to nearby areas. Another low-pressure system near Puerto Rico also has a 10 percent chance of developing. It may produce heavy rain but is likely to be absorbed by the Caribbean system. The Atlantic hurricane season ends on November 30.
