New York enacts 'Forfeit After Four' law to tighten license rules for repeat offenders
A new law in New York, called "Forfeit After Four," reduces the number of drug- or alcohol-related incidents that can lead to license loss from five to four. This law took effect on January 6, 2025. Under the new rules, drivers can face permanent license denial after three alcohol- or drug-related incidents plus another serious offense. The DMV can also deny re-licensing for two years for certain offenders. Additionally, New York has implemented a $9-a-day congestion fee for driving in Manhattan below 60th Street. This fee affects all vehicles, including rideshares and taxis, with higher charges during peak hours.
