Ofel weakens to severe tropical storm over Luzon Strait, heavy rain expected in Batanes
Severe Tropical Storm Ofel (Usagi) has weakened as it moves over the Luzon Strait. Its maximum sustained winds decreased from 120 km/h to 110 km/h, with gusts now reaching 135 km/h. Batanes is expected to experience moderate to heavy rain on November 15. Tropical cyclone wind signals remain in effect for several areas, with Signal No. 2 in Batanes and Signal No. 1 in parts of Cagayan and Ilocos Norte. Ofel is projected to move north northwest and may exit the Philippine Area of Responsibility later today. It could weaken further as it approaches Taiwan, potentially becoming a remnant low by November 18.
