The town aims to revitalize its declining historical center, which has seen a drop in population. Buyers must commit to renovating the homes within three years, and local experts will assist with the process. Penne's program differs from others by not requiring a downpayment. The starting cost for renovations is around 20,000 euros, while ready-to-move-in homes start at 40,000 euros.
