Pilot test for unified PWD ID in July 2025
The Department of Social Welfare and Development (DSWD) announced that a pilot test for a new identification system for persons with disabilities (PWDs) will start in July 2025. This launch coincides with National Disability Rights Week. The pilot will run until December 2025 and will involve 32 local government units. It aims to include about 200,000 PWDs. Full implementation of this unified ID system is expected in 2026. DSWD Assistant Secretary Elaine Fallarcuna explained that the system is necessary to prevent fraudulent PWD IDs, which have caused significant tax losses estimated at P88.2 billion. The new ID system will feature advanced security measures like QR codes and integration with the Philippine Identification System. Additionally, the system will allow for self-registration and digital ID generation, making the process easier. The National Council on Disability Affairs (NCDA) has set up a Data Management Unit to manage the ID issuance process. Bureau of Internal Revenue (BIR) Commissioner Atty. Romeo Lumagi Jr. emphasized the importance of checking the authenticity of PWD IDs. Misuse of PWD benefits not only leads to tax evasion but also affects legitimate PWDs. Under current laws, PWDs are entitled to discounts on essential goods and services. The DSWD and other agencies are collaborating on a Joint Memorandum Circular to support the system's rollout and ensure only eligible individuals receive benefits. This effort aims to protect government funds and restore trust in the PWD ID system.
