Pune government delays decision on deemed conveyance documentation

A committee's recommendation to simplify the process for obtaining deemed conveyance documents in Pune is still awaiting approval from the state government. This proposal was submitted over a year ago, in October 2023. It suggests reducing the number of required documents from ten to seven for cooperative housing societies. The delay in considering the proposal is due to recent Lok Sabha and Assembly elections, according to a senior official from the cooperation department. They are now actively following up with the government to advance this proposal, which could help many housing societies gain ownership of their land. Currently, about 62% of registered cooperative housing societies in Maharashtra do not own the land on which they are built. Out of approximately 125,000 societies, only 47,700 have secured their conveyance, while around 78,116 are still waiting for it. The cooperation and housing departments will need to work together to move this proposal forward. The proposed changes were made to make the process easier for societies that struggle with documentation for deemed conveyance. The eliminated documents include a resolution from the general body meeting and a legal notice to the builder. The remaining required documents are still essential for the application process. Housing federation members have urged the state government to address these issues for the welfare of society members. Deemed conveyance was introduced in 2010 to help mitigate delays from developers in completing conveyance deeds. Many housing societies have expressed frustration over the current documentation process, finding it complex and time-consuming. Several members of older housing societies are calling on the state government to expedite the proposal, hoping that reducing the number of documents will make it easier for them to secure land ownership.
