A security officer appointed by Vice President Sara Duterte has been disbursing confidential funds for her office and the Department of Education, according to recent hearings. Former special disbursing officer Edward Fajarda confirmed this during a House inquiry. Fajarda stated he only disbursed funds to the designated security officer, Colonel Dennis Nolasco. Lawmakers questioned the legality of this arrangement, emphasizing that Fajarda, as the bonded officer, is responsible for the funds. Deputy Speaker David Suarez asked Fajarda if there was documentation from Duterte authorizing Nolasco's role. Fajarda acknowledged that he could provide such a document.
