Tropical Storm Rafael has formed in the Caribbean and is expected to strengthen into a hurricane. A tropical storm warning is in effect for Jamaica, while a hurricane watch is active for the Cayman Islands and several provinces in Cuba. The storm is currently located about 175 miles south of Kingston, Jamaica, with maximum sustained winds of 45 mph. Heavy rainfall is anticipated, with totals of 3 to 6 inches in Jamaica and parts of Cuba, and up to 9 inches in some areas. Flooding and mudslides are possible.
