Tropical Storm Rafael weakens over Gulf of Mexico after hitting Cuba as hurricane
Tropical Storm Rafael has weakened after hitting Cuba as a Category 3 hurricane. It is now located 290 miles north-northwest of Progreso, Mexico, with maximum winds of 50 mph. The storm is expected to dissipate over the Gulf of Mexico. Rafael caused significant damage in Cuba, knocking out power and forcing the evacuation of 283,000 people. The storm destroyed 461 homes and left many areas flooded and without electricity. Cuba's government is working to restore power. In response to the devastation, Russia has pledged to donate 80,000 tons of diesel to Cuba and offered equipment worth $62 million. This assistance comes as Cuba deals with ongoing recovery efforts from recent hurricanes and power outages.
