Two arrested for gift card theft in Sacramento
Two Chinese nationals, Xianquing Chen, 45, and Haining He, 31, were arrested in Sacramento County for a gift card theft scheme. They face four felonies, including conspiracy and organized retail theft, and are being held without bail. The suspects used multiple bank cards at Target's self-pay registers to purchase gift cards fraudulently. Chen attempted to use 42 cards, with transactions totaling $855, while He processed transactions totaling $633 from 48 cards. Investigators linked the operation to a larger global scheme involving billions of dollars in stolen funds. The suspects claimed they were hired to buy gift cards for $250 a day. They are scheduled to appear in court on Tuesday.
