This change comes as the U.S. has given Ukraine limited permission to use long-range missiles against Russia. The Kremlin stated that any aggression from a non-nuclear state, especially with nuclear backing, will be viewed as a coordinated attack. The new policy also expands the circumstances under which Russia might use nuclear weapons in response to significant conventional assaults.
